Basically marriage registration can only be done for a marriage attended by a Marriage Registrar (PPN), a VAT or assistant who receives a marriage order from VAT. This provision caused difficulties in registering marriages that occurred during the Aceh conflict, this was because the majority of marriages that occurred during the Aceh conflict were marriages under the hands or sirri marriages which were not attended by VAT, VAT or assistant VAT.

In connection with this situation and the large number of public requests regarding the validity of the administration of their marriages that took place during the Aceh conflict, then to follow up on this matter the Head of the North Aceh District Ministry of Religion held a meeting with the Head of the Office of Religious Affairs in North Aceh Subdistrict. which took place during the Aceh conflict from 1998 to September 2005 with the provisions of the marriage in accordance with Islamic law and Law No. 1 of 1974 concerning marriage and PP. Number 9 in 1975.
With the existence of the letter, it became a legal umbrella for officials of the Office of Religious Affairs in efforts to carry out records of perinkahan that occurred during the Aceh conflict. Based on the observations and interviews of the authors, it can be concluded that the specific provisions and mechanisms for marriage registration that occurred during the Aceh conflict were as follows:

1. Notification of Marriage
   Based on the observations of the authors, notices about marriages that have taken place during the Aceh conflict were usually carried out by the Geuchik Gampong or Imam Gampong, representing citizens who would register their marriage to obtain a marriage book (marriage certificate).
   Usually for marriage registrations that have occurred during the Aceh conflict, the reporters, both the Geuchik, Imam Gampong or other parties immediately met and reported to the Head of the Tanah Luas District Religious Affairs Office, this was closely related to the time the marriage was reported whether according to the time given the dispensation to be recorded, which is from 1998 to September 2005. If the marriage takes place before or after the year, the registrar must go through a marriage certificate at the religious court / syar'iyah court.

1. Validity and Marriage data checking
   After ensuring the timing of the marriage in accordance with the provisions to be recorded, then the next is checking the data and the validity of marriage. In this case the required data includes the day, date and year of marriage, data of the bride and groom, data of guardians, dowry and witnesses.
   This examination is to ensure that the marriage to be recorded is in accordance with the laws of marriage and Law number 1 of 1974 concerning marriage. If the examination found things that cause marriage invalidity such as marriage without a guardian then it was not recorded even though the marriage took place during the conflict.

2. Completing the Marriage Administration File
   The administrative files that must be completed by the couple who wish to register their marriage are basically the same as the general administrative administrative requirements, namely the N1, N2, N3 and N4 models issued by the Geuchik Gampong where the couple lives. for widowers or widows whose wives or husbands die attach a death certificate (model N6) from the Geuchik Gampong. In addition, you must attach 4 (four) sheets of 2x3 cm in size.
   In addition to the requirements file above, couples are also required to provide data on the place, day, date, month and year of the marriage, as well as data that acts as guardian and data of 2 (two) witnesses and the number of dowry. Subsequently to the couple or the representative, the marriage inspection sheet (Model NB) was signed to be signed by both of them and must also be signed by the person acting as guardian at the time of the marriage and also signed by the PPN witnesses and assistants who attended the marriage contract.

1. Recording and Submission of Excerpt of Marriage Certificate (Marriage Book)
   After all the above provisions and mechanisms have been passed, and after careful inspection so that they have fulfilled the existing provisions, then the husband and wife or those representing them pay the marriage registration fee in accordance with the applicable provisions.
