I think that multiple solution have been proposed for this. Although it remains to be seen on which the consensus would weigh the most (if it happens)...

One possible scenario is the reverse burn. Which means that the SBD tokens should be allowed to be burned and for that new Steem could be issued (just the reverse of the SBD to Steem conversion mechanism....
