Honestly, this reminds me on the nineties, when we had dial-in connections, and I still cannot believe that such slow connections still exist in Europe. At my parents house we have a bad connection too, especially in the house, but it is still much better than what you are telling. Even from the mountain peak where I have been a few weeks ago I could send photos via WhatsApp.
